Whilst not ideal I'm glad they are using Stop/Go boards rather than unintelligent temporary traffic lights. Temporary traffic lights would have been a nightmare (as they always are).

I couldn't agree more. A few years ago they had a TTL on the railway bridge. There was no queue on the Poynton side. On the other side the traffic was backed up on to the bypass.

Just been wading through the link posted by PoyntonMonkey and some very interesting documents have been posted.
Amongst the many letters of objection, I found one letter in support of the development from an un-named person on Gloucester Road.
The following is an extract from one of the documents under 'Highways'
 There will be an increased usage of Bulkeley Road in the order of 66 vehicles during the peak hour
 The traffic flows into and out of the Civic Hall car park during the Friday peak period will be in the order
of 300 vehicles/hour
The Developer has agreed to provide a new traffic signal controlled junction at the intersection of the Civic
Hall car park with Park Lane and Bulkeley Road which will acceptable to deal with the predicted flows and
incorporate full pedestrian crossing facilities.

The Developer has recognised and accepted that there will be an increase in traffic on some local roads and
has indicated his willingness to make a financial contribution of £100,000:00 for any mitigation or
improvement works which are determined by the Highway Authority and the Parish Council. This would need
to be subject to a Section 106 Agreement.

Page 29&30 are about Poynton, in relation to Waitrose they say:
"..a new Waitrose store is due to be developed in the town, and this should serve to claw back retail expenditure that is currently leaking to other stores and centres and increase activity and vitality in the centre. An opportunity clearly exists to capitalise on this increased activity so that other stores in the centre benefit and that further investment in the centres is leveraged."

Other good stuff in there and you may see it posted in another threads ;)

The following paragraph reads
" One of Poynton's assets is its Civic Centre comprising a library, civic hall, medical practice and rest home. However these buildings don not make efficient use and effective use of the site on which they are located. Re provision of these facilities through redevelopement, could provide a modern purpose built facilities whilst also freeing up some land for redevelopment that could add depth to the main shopping street......"

I interpret that as "Let's knock down the civic centre and build a "Shopping Centre" "
Any other interpretation???????

I think Rostervor's intrpretation is about right. If so, I would suggest an alternative:

Leave the civic Centre with doctor, library and old folks home where it is, and if you must build a shopping centre, build it where Tesco wanted to go.
